Maps are streamed as XML files, so you need internet access for this to work. I dont fully understand how streaming works, but I think you are streaming a web page into ATAK. When you save a map, it is saved as an sqlite file (I have tried resarching what the hell this is and I still have no idea). Becuase you are streaming maps, your IP is exposed to the source, so this is why a VPN is important

The most useful maps are:
Bing hybrid- satellite map with street names and POIs
Google roadmap standard- roads and POIs only
ESRI world imagery clarity- outdated but very easy to read lightweight maps
ESRI world topo- Extremely good topographical map
